The drawing is unsigned. Cautious conditional attribution to John Constable (as also written on the inside of the mat.
Although the drawing is at first sight not directly recognizable as Constable’s work it is near to the subjects he preferred (See British Museum 1910,0212.229), he also used the rather nervous pen strokes on his other works in bistre (1888,0215.64 and 1971,0123.1) and the annotation on the subject in pencil or ink is also not uncommon for the artist.
A nice work to research and confirm authorship further.
