Tinder pistol with front pocket (the barrel) for tinder wood.
The tinder wood was lit on the folded tinplate and with that the pipe could be ignited.

Well working mechanism.

By pulling the trigger the flint shoots forward onto the moving iron. The spark ignites the tinder wood.
This device can only be used when the tinder is soaked again with flammable substances.

Authentic used specimen, the later tinder pistols of Dunhill are inspired by this.
